PAS2023 Transition Period – PAS2019 to PAS2023

We have created this post due to our clients and others who work with us asking about the PAS2023 transition period. What will happen during this transition period were PAS2035:2019 is replaced by PAS2035:2023? There are also some changes within PAS2030:2023 compared to PAS2030:2019 but if you were compliant under PAS2019 then you will likely be compliant under PAS2023.

This is going to be a busy time for many who may have to lodge projects under PAS2019 before March 25th 2025 so they can comply to the rules and regulations they have become to understand over the recent years. We know that when changes occur within Retrofit, be that legislation or updates to present schemes such as ECO4 and GBIS, it can take some time to navigate those changes and understand them, but rushing a project through is the worst thing you can ever do…

Trustmark have released the below information regarding the transition period between PAS2019 and PAS2023.

PAS2023 Transition Period Rules – February 2025

The direction of the BSI in PAS 2035:2023 – Retrofitting dwellings for improved energy efficiency (second edition September 2023), states that the PAS 2035:2023 standard will supersede the PAS 2035:2019 standard which will be withdrawn on the 30th March 2025.

In accordance with this guidance the following transition rules will come into effect in the TrustMark Data Warehouse from the end of 29th March 2025, for both API and Retrofit Portal users.

  1. PAS 2035:2019 Assessments: PAS 2035:2019 Assessments cannot be uploaded to the Data Warehouse if the assessment date (RdSAP Inspection Date) is dated after 29th March 2025.
  2. PAS 2035:2019 Projects: In PAS 2035:2019 projects, lodgements cannot be made if the measure handover date is dated after 29th March 2025.
  3. Amendments to PAS 2035:2019 lodgements and projects can continue to take place after the transition date, provided the above rules at points 1 & 2 are met.

We advise Scheme Providers not to withdraw PAS 2030:2019 trade codes from businesses until all measures within the allowed timeframe have been lodged.

What can we do if we cannot complete a handover date by the 29th of March?

During the PAS2023 transition period projects with a handover date after the 29th of March 2025 will have to have a retrofit assessment completed under PAS2035:2023 requirements and the installers will have to be PAS2030:2023 certified.

Solutions

  • Move your projects on so they have a handover date on or before the 29th of March.
  • Start to comply to PAS2023 now! Ensure Retrofit Assessments are completed under PAS2023 and use installers who are PAS2023 certified and use retrofit coordinators who have experience lodging under PAS2023.

What if we have a PAS2019 retrofit assessment and we can’t produce a handover date by the 29th of March?

Projects with handover dates after PAS2023 Transition Period (March the 29th 2025) will have to have a little work done to them to help them comply.

The areas affected are, retrofit assessment, retrofit design, retrofit coordination. There are also a few additional documents that are required and additional information. Your coordinator should be able to help you understand and provide these as required.

Installers/subcontractors PAS2023 transition period

When the installers who completed the works under PAS2019 are also PAS2023 certified then they can enter their PAS2023 Trustmark number to all documents and this can be inputted into the Trustmark Portal upon lodgement, so that’s that sorted.

If they are not PAS2023 certified then unfortunately we will not be able to lodge the project. If you think this may be the case then reach out to us at ECO4 Gurus and we may be able to advise you further.

Understanding what is required for a PAS2023 Project

The following gives an overview of some of the main areas that need attention in order to comply to PAS2023.

Retrofit Assessment

If the retrofit assessment has been completed under PAS2019 then the assessor should be able to update this to PAS2023 within their chosen software. They may have to clone the job as some additional questions may be asked in order to produce PAS2023 documents, dependant on the software used. In this way a competent retrofit assessor should have collected all relevant information and photo evidence on their initial inspection so will not have to revisit the property in person.

Retrofit Design

The retrofit design may need to be updated to ensure it complies to PAS2023 requirements. Our designs which include the ventilation and air tightness strategies are compliant to PAS2019 and PAS2023 to help with the transition.

The main change with the retrofit design, without going deep into PAS and omitting a little bit for clarity, is that a coordinator can be the designer if there are 2 or less measures to be installed as part of the project. If there are 3 measures or more to be installed then the designer not only has to have relevant experience but also be a chartered architect, an architect registered by the Architects Registration
Board, a professional member of the Chartered Institute of Building (MCIOB or FCIOB), or a chartered building surveyor (MRICS or FRICS).

There is clearly a lot more to it than I have covered here but if the designer has the above professional qualifications then they should be able to complete an updated compliant design.

Trustmark Lodgement

During and after the PAS2023 Transition Period, upon lodgement, your coordinator will find that the PAS2023 evidence categories are different than PAS2019. The categories are very similar in some ways, but require some study to understand what categories documents now need to be assigned to. As an example there is no category for project risk assessment and there are now pre photo, mid photo and post photo slots, where under PAS2019 all pre, mid and post photos went into the photo slot.

Summary

In a nutshell, it`s not the end of the world if you can’t provide a handover date before the deadline providing the installers are PAS2023 certified, the retrofit assessor can update their assessment to PAS2023, your design is PAS2023 compliant and your coordinator understands the additional requirements.

The wise move is to start complying to PAS2023 now so you don’t get caught up in the ensuing madness in April when the world and his mate are struggling to understand how to comply to PAS2023 and lodge their projects.
