PIBI’s and RC/Designer Inspections

As we understand it, and we have been lodging under PAS2023 for almost a year, the below is what’s accepted for PIBI’s and RC/Designer Inspections in the current climate.

PIBI’s

PIBI’s need to be signed by the client and the industry qualified person for the measure. Also, 10% of all PIBI’s need to be signed off by a third party, a person that has the industry qualification for the measure and has not worked on the project in hand. (see PAS2030 Annex for the measure qualifications for the operative/installer). Potential conflicts of interest shall be proclaimed.

Some Accreditations bodies, funders and insurance providers are asking for 100% of PIBI’s to be signed off by the qualified 3rd party.

RC/Designer on-site inspection

With projects with high-risk measures (IWI, EWI, RIRI, FRI, UFI) an in-person site visit is required by a retrofit coordinator or a qualified designer at the pre, mid or post stage. See PAS2035 for the required designer qualification.

For single measure projects the designer can be a person with the industry qualification for the measure. See PAS2030 Annex for the measure qualifications for the operative/installer. This seems to be how ECMK are approaching it as they have only produced on-site inspection forms for the single high-risk measures.

This is how some of our installers are approaching this although in the future the designer who visits site may need to have the qualifications to complete the full design for the project so will in most cases have to be an architect, chartered surveyor, MCIOB. Time will tell…

In-house RC’s

Installers with in-house RC’s are doing the coordination themselves. ECO4 Gurus provide the Retrofit Design, ventilation and air tightness strategy with our CIOB qualification. Then the installers in-house RC completes the on-site inspection.

This is a cost effective solution to comply to the new PAS2035:2023 requirements.

Air Permeability Tests

With our ventilation and air tightness strategy, air permeability tests (pulse tests or fan blower tests) are not required.

The only time they would be required is if it is not possible to install background ventilation (listed building, system built house, 400mm granite wall, etc). In this case an air permeability test may be caried out to confirm the room without background ventilation still meets the minimum required air changes per hour. There is a bit more to this testing. RC/Designer Inspections

We have started to build a list of RC’s/Designers who can complete the on-site inspections for our installers, but fees are not confirmed. I feel between £150 to £180 per survey is fair considering the qualifications and experience required, although I am getting quotes for between £100 and £280 plus travel expenses… One RC wanted £600. I wished him luck. Lol.
