The Great British Insulation Scheme (GBIS)
The Great British Insulation Scheme (GBIS) Delivery guidance and measures table are for suppliers and the supply chain. They provide guidance on GBIS, the latest Energy Company Obligation (ECO) scheme, including:
- how a supplier meets its obligations
- the eligibility of different homes and the households that occupy them
- the eligibility of different energy efficiency measures
- the measure notification processes
- measure scores
- technical and score monitoring
- auditing and counter-fraud processes
See the summary of updates document for summaries of changes between versions of the Delivery Guidance and Measures Table.
You can find other GBIS guidance documents on our Contacts, Guidance and Resources page.

The Great British Insulation Scheme scores matrix sets out the scores energy companies will receive for measures they install under the scheme. The matrix can be found at the bottom of this page.
Full information on how scores work can be found in chapter 6 of the Draft Great British Insulation Scheme Delivery Guidance.
The Great British Insulation Scheme adopts the ECO4 partial project scores framework. The Great British Insulation Scheme scores matrix is therefore the same as the ECO4 partial project score matrix, except that measure types ineligible for the scheme have been removed.
If you have a query about the scores or their use, you can contact us at ECO@ofgem.gov.uk.

Calculating your GBIS project value
For calculators to work out the value of GBIS projects please use one of the below calculators. The Corelogic calculator seems a little easier to understand.
When you are on the calculator model a project of starting SAP 47, floor area less than 0-72m2, loft insulation less than 100mm and add programmer, room thermostat and TRVs. Also add the £/ABS as £22.
Then model one as starting SAP 47, floor area less than 73 -97m2, cavity wall insulation and add programmer, room thermostat and TRVs. Also add the £/ABS as £22.
