Updated OFGEM Forms for ECO4 & GBIS

A relaxed update from your retrofit friends at ECO4 Gurus – Updated OFGEM Forms

If you’ve been keeping an eye on the retrofit world (like we do every day), you’ll know that Ofgem has been busy updating the forms and guidance for both ECO4 and the Great British Insulation Scheme (GBIS). Whether you’re a Retrofit Coordinator, installer, or just someone trying to keep your paperwork in check, here’s what you need to know about updated OFGEM forms —without the jargon overload.

When Were the Updated OFGEM Forms?

The latest versions of the ECO4 and GBIS forms were officially published on 6 August 2025. So if you’re still using older templates, now’s the time to refresh your toolkit.

What’s Changed with Updated OFGEM Forms?

Ofgem has given the forms a bit of a spring clean. Here are the highlights:

  • Merged Forms: Instead of juggling separate forms for ECO4 and GBIS, many have now been combined. Look out for titles like “ECO4 and GBIS Eligibility and Pre-Installation Declaration”—yep, that’s one form for both schemes now.
  • Loft Insulation Declarations: The Pre-Existing Loft Insulation Declaration has been updated. It still needs to be signed by the retrofit coordinator, installer, and the occupier or landlord—and yes, it still needs to be left in the loft.
  • Post-Installation Declaration: Now captures all the juicy details about what’s been installed and who signed off on it.
  • Heating Checklist: The Pre-Installation Heating Checklist has been tweaked to better reflect ECO4’s insulation-first approach.

Mid-Scheme Changes: What’s That About?

Ofgem also recently wrapped up a consultation on mid-scheme changes to both ECO4 and GBIS. These tweaks are designed to improve deliverability, tighten up installation standards, and clarify a few grey areas.
